There are only three certainties in life: death, taxes, and nitpicky, pedantic Lilo and Stitch fans debating about the order the series episodes are "meant" to be in!

It's hard to say which is the "most correct" order. Production order isn't always necessarily the order the crew actually wanted the episodes to air in (it's hard to imagine they actually wanted to kick things off with "Poxy"). It's obvious that at least some episodes didn't air in the order the writers originally intended (at least in season 1; season 2 seems to have fared better in this regard) - on the other hand, you have episodes like "Spike" and "The Asteroid" where it really does seem that the writers just goofed, or otherwise fudged details intentionally to tell a good story.

There's also cases where we jump right into speculation... for example, "Cannonball" has several scenes in it that really feel like it was intended to be the first episode. There's an awful lot of emphasis placed on the buggy - which feels odd when watching in broadcast order, considering it's already been used in several episodes by this point - and the opening scene with Hamsterviel also feels like it was meant to serve as an introduction to the character. It was produced as the fourth episode and aired as the seventh, though, so we've got nothing concrete to prove whether or not that actually was the intention.

The most obvious case of episodes airing out of order are the ones involving Nani's job in Season 1. The intention was for her to start off working at Mr. Wong's beach shack, then move to working for Keoni's dad at the Birds of Paradise Hotel from "Nosy" onwards. Production order does correctly place all of the "Mr. Wong" episodes before "Nosy", but broadcast order has her zig-zagging between jobs with no explanation.

The "Mr. Wong" episodes are Richter, Holio, Cannonball, Splodyhead, Sprout, Topper, Hunkahunka and Sinker, while the "Mr. Jameson" episodes are Nosy (Nani gets the job), Melty (her first day) and Drowsy. (Nosy also has a callback to a joke in "Hunkahunka".) The first three "Mr. Wong" episodes aired early in the show, so no problems there, but take a look at the order the others aired in:

Melty (Jameson) -> Sinker (Wong) -> Nosy (Jameson) -> Slushy (Wong) -> Hunkahunka (Wong) -> Drowsy (Jameson)

...absolute disaster! You've got the glaring issues of the "first day on the job" airing before the one where she actually gets it, and a whole bit in "Nosy" making no sense since it's referencing a bit in "Hunkahunka".

There are also two episodes that were confirmed to happen "out of order":

- "The Asteroid" features Hammerface (misnamed "Hammerhead" here) in a supporting role ahead of his actual debut in "Dupe" - but his presence in "The Asteroid" is incompatible with the fact that he's supposed to be in Hamsterviel's custody for most of the series. Hammerface first appears on the pod container midway through Stitch! The Movie, there numbered as 124 - in the series proper, his number is changed to 033. His presence in the movie would suggest that he was one of the earliest experiments to be designed, but he's not included in the Experiment Gallery bonus feature on the S!TM DVD. My guess is that they had the design finalized way before they actually found a story for him and the inconsistencies are just one of those things where you just have to roll with it.
Jess Winfield has stated that "The Asteroid" happens after "Dupe". (Source)

- "Spike" includes Fibber and Nosy as part of the E.A.R.W.A.X. group, but they should still be with Gantu at this point. (Some also say that Bonnie and Clyde being here is an error, but I just assume someone sprung them from jail for the episode)
At the time the episode aired, Jess Winfield suggested that it takes place at a "later date". Thus, it seems safe to assume that this episode chronologically happens after "Snafu". (Source)

Finally, some little nitpicky continuity errors:

- "Elastico" shows the water tower fully intact, despite Sprout taking up residence in it in his own episode (goof in both production and broadcast order); it also features Slushy, Topper and Yaarp ahead of their actual debuts (not an issue in production order).

- Experiment 204, Nosox, is indirectly referred to in "Amnesio" as being an experiment Gantu captured ("First, you send me a sock-hider..."), but "Drowsy" shows his pod being found by Lilo (and apparently just being stored away unactivated). Nosox himself doesn't appear until "Snafu", where he's one of the experiments freed from Gantu's ship - fitting the earlier reference in "Amnesio". Presumably this is just a writing goof.

- "Snafu" is clearly meant to be the season 2 finale, but "Link" ended up airing last. "Link" was released as a bonus feature on the Leroy & Stitch DVD prior to its TV airing; I'm assuming it was held over specifically for this purpose.

With all of this in mind, here's a proposed "re-ordering" of the episodes, based on broadcast order but with some episodes reshuffled to fix various continuity errors and other goofs.

The Asteroid Anachronistic episode. The only place it could go, chronology-wise, is after "Snafu". I've opted to keep it here since it'd be anticlimactic to put it at the end.

Snafu Clearly intended to be the season finale. Leads nicely into Leroy and Stitch.
